To consider and approve the wording of the Clerk’s Minutes of the Parish Council Meeting held on Monday 2nd September 2024 – circulated 5.9.24

6.         Planning Matters:

Decisions:

a)       Appeal Ref: APP/H1840/D/23/3336124 14 Middlesex, Pebworth, Stratford-on-Avon, Warwickshire CV37 8XF. The appeal is allowed and planning permission is granted for a hobby workshop at 14 Middlesex, Pebworth, Stratford-on-Avon, Warwickshire CV37 8XF in accordance with the terms of the application, Ref W/23/01761/HP and the plans submitted with it, subject to conditions.

b)       W/23/02296/FUL Proposal: Removal of existing agricultural buildings and replacement with a 2 bedroom dormer bungalow and garaging Location: Meadowbank Farm, Dorsington Road, Dorsington, Pebworth, Stratford Upon Avon, CV37 8XB. Application approved subject to conditions.

Minutes of the Ordinary Parish Council Meeting held

At the Village Hall, Pebworth on Monday 7th October 2024

 

Present:  Councillors: Richard Weller (Chairman), Simon Shiers, James Pearson, David Cranage & Jodi Cotton

In attendance: District Councillor Hannah Robson & Mrs D Bowles (Clerk)

Also in attendance: 1 members of the public.

Members were reminded of the need to keep their register of interests updated. Members were asked to

declare any Disclosable Pecuniary or other Interests in items considered in virtual meetings and their

nature.

3.        Co-Opted Vacancy

Clerk confirmed 1 application had been received for the vacancy of Parish Councillor. The applicant answered some questions and explained why he had applied for the vacancy.  Following a vote and unanimous approval Eugene Mccluskey was offered and accepted the position. The Acceptance of Office was duly signed and he joined the meeting.

 

Clerk confirmed there is 1 more vacancy to be filled

4.        Open Forum: The Chairman suspended the formal meeting for the Ward Members and public participation.

a)       1 member of the public was in attendance:

–          The ongoing Fibrex planning application was discussed, with several emails exchanged between Brodie Planning and Wychavon District Council. Brodie Planning is working to expedite the process. The delay now seems to be with Worcestershire County Council, which County Councillor Adams is aware of. District Councillor Robson will gather information about the footway and report back to the Parish Council for their feedback. District Councillor Robson also noted that this is the ideal time to provide input on how the S106 funds should be allocated and to ensure they are assigned to the appropriate category.

–          The spoil outside the fire station, reported last month, has still not been removed. Clerk to request John Hyde remove.

b)      County Councillor Adams – apologies received, and report provided (Appendix B)

c)       District Councillor Robson – reminded people to complete the rural transport survey and the residents survey. District Councillor Robson to send the links for Clerk to put together a Facebook post.

The Chairman closed the open forum and reconvened the meeting at 19:30.

5.        Acceptance of Minutes:

The Minutes of the Ordinary Parish Council Meeting held on Monday 2nd September 2024 at the Village Hall, Pebworth were considered and approved by the Council to be a true record of the meeting and were signed by the Chairman.

6.        Planning Matters:

b)       The Council gave consideration and unanimous approval of the payments listed in Appendix A, confirming the payments in Appendix A have been approved by full Council and there is provision within the budget, and that financial regulations and relevant policies have been followed. Cllr Pearson to authorise the payments made by internet banking.

c)       It was resolved to approve the second quarterly bank reconciliation, account balances and income and expenditure budgets. Cllr Cotton initialled.

d)       Council noted the second precept payment of £24,099 has been received.

e)     To purchase a Parish Council wreath regarding Remembrance Day. Clerk to order direct to Cllr Weller.

8.        Council & Community Matters:

a)       Members noted the police report – Clerk to contact P C Prentice to request monthly report and attendance at the December meeting at Meon View.

b)       Members noted the two new noticeboards on Broad Marston Rd & the Town Pool car park have now been installed.

c)       Heart of England Forest and Wychavon District Council are launching “Trees in the Landscape,” funded by the UK Shared Prosperity Fund. Open to landowners and communities in Wychavon, the scheme offers a variety of tree packs, including hedgerow, fruit, and woodland options. Cllr Cotton will follow this up on behalf of the Parish Council.

9.        Meon Way Gardens:

a)       The Clerk has been requesting an update on reducing the speed limit from 50 mph to 40 mph on the B4632 Campden Road, specifically between the roundabout leading into Meon Vale and the new roundabout. To date, no response has been received.

b)       Members noted the defibrillator has now been registered with The Circuit. Cllrs Cotton & Mccluskey’s contact details to be added to the defib housing.

c)       Cllr Pearson has prepared a detailed questionnaire regarding the public open space, which he will send to Persimmon for their input. Once feedback is received, the Clerk will arrange for 250 copies to be printed. Cllrs Cotton and Mccluskey will deliver these to each household, and responses can be submitted via the letterbox at the showhome offices. The Parish Council’s December meeting will be held at the Meon Vale Community Hall, with an open session for questions from 6:30 to 7:00 pm, followed by the formal Parish Council meeting at 7:00 pm.

d)       Members noted Worcestershire County Council Highways has approved the ‘Worcestershire’ sign at the entrance to Meon Way Gardens.

10.    The Close & Recreation Field

a)       Members noted the monthly reports.

b)       Members noted the green carousel has become loose in its foundations. Although this is now out of warranty Kompan have approved the repair free of charge. This will take place on 18th November.

c)       Some of the fence posts on the Recreation Field have become rotten.  Clerk to arrange for repairs.

11.    Neighbourhood Development Plan:

A quote for £5,000 has been received to perform the necessary work for the NDP review. A grant application can be submitted to the Ministry of Housing, Communities & Local Government, but the application process is quite detailed. The clerk will forward the quote to Brodie Planning for their input. It was agreed to issue a purchase order for the quoted amount, regardless of the success of the grant application, with funds sourced from the Parish Council.

12.    Amenity:

Members noted the contract has been advertised; 2 tenders have been received to date with a closing date of 23rd October.  Cllrs Weller & Mccluskey along with Clerk to review the tenders and consider recommendations for the November meeting.

13.    Highway Matters:

A Highways Officer visited the site on Dorsington Road, where dead trees were reported along the treeline. The officer has now obtained the landowner’s details, and a letter has been sent requesting an inspection of the treeline, as well as any necessary works to ensure safety.

14.    Lengthsman/Handyman Matters:

a)       Lengthsman has carried out some headwall works on Priory Lane and installed the 2 new noticeboards.

Future Tasks:

–          Clerk to arrange for a wasp nest to be removed by the village hall.

–          Cllr Cranage will provide information on some drainage clearance works.

b)      The VAS data was noted. It was resolved to rotate the VAS every 2 weeks which will mean each site will receive it after 8 weeks.

15.    Matters Raised by Members: The following matters were raised by Council Members for consideration for future agendas:

a)       Contact Luke Farmer to check on the status of the drainage works.

b)       Clerk to find out how many people would be interested in a defib training session

16.    Date of Next Meeting:

Council confirmed the date of the next Ordinary Parish Council Meeting on Monday 4th November 2024 at 7.00pm in the Village Hall, Pebworth and the Budget Planning Meeting on Monday 25th November, 7pm.

County Councillor Report – Pebworth

Flooding – 27th September 2024

Very heavy monsoon-like rain hit Pebworth & Honeybourne on Friday 27th September but the flood defences built over the last few years did their job and no houses were flooded.

Priory Lane Broad Marston had a few inches of flooding at the top of the lane and at the bottom of the lane near the Noleham Brook, but the road was passable – see above photo.

Also there was some water under the Broad Marston bridge but just a few inches and again passable.

There was water on the road outside Cotswold View in Broad Marston but it was still passable. The flood water appears to have come onto the road from field opposite where the bund is planned to be built by the Parish Council (See last month’s report). So once this is built, hopefully this will help alleviate this road flooding. Also some water was coming onto the road via the kerb gully by Cotswold View. A higher headwall where the non-return valve is by the footpath might prevent this. I will see if this headwall can be built up.

There was also some flooding under Honeybourne bridges but once I swept the mud and debris off the top of the gullys the flood water disappeared within minutes. So Honeybourne bridges were clear.

Once again the flood plain built in the farmers field near the Gate Inn saved Honeybourne. Although the junction by the Gate in Honeybourne and up the High Street had some surface flooding, it was only about 6 inches at its deepest,  and no houses nor the pub were flooded, and the road was passable. However the flood plain was full to capacity – see the photos below. The water was about 2 foot off the top of the bund which is over 10 foot high. I estimated that this flood plain was holding back 15,000 to 20,000 cubic metres of water from entering Honeybourne.

 

 

 

 

 

Highways:

Please check https://one.network/  to see all the temporary road closures and temporary traffic lights on a regular basis.

 

  • “Worcestershire” sign-post to be erected at the entrance into Meon View Gardens. This new housing estate of 380+houses is in Pebworth Parish and therefore in Worcestershire but many people are unaware of this and assume it is in Gloucestershire or Warwickshire. Hopefully the new sign will make it clearer.

 

  • Another “ Britain in Bloom” regional winner sign to be erected on the Broad Marston entry sign.

 

  • Manor Cottage, Pebworth Rd, Pebworth – End of drive pooling with water in rain and does not soak away. A Highways Officer visited last month and discussed possible solutions with the resident. The road will be re-profiled.

 

  • Also can I remind everyone to try and keep the road gullys outside their houses free of debris so the drains work effectively. Simply remove any leaves or mud with a brush or spade or even with your wellie! By doing this one minute task, it will help minimise road flooding. Thank you.

Planning appeal: W/22/02306/OUT at Paddock Off Dorsington Road

We are still awaiting a decision by the  Planning Inspector.

 

Flood alleviation work –  Broad Marston

The contractor had just started work before the heavy rain started. He had fitted the new pipe in the verge to take water off the road into the ditch outside “Acre’s End” Broad Marston. But work stopped with the heavy rain.

I am hoping he can build the small bund (0.5metre high) to stop water run-off from the field onto the road as per the drawing below during early October.

 

 

 

 

Honeybourne Railway Station Car Park

On 18th September I had a meeting with 4 people from Network Rail and the Deputy MD of Wychavon District Council Honeybourne Railway Station. It was agreed that Network Rail would explore a lower cost solution to connect the new car park with the platform. They are now looking at using a second hand pedestrian bridge although I still think the pedestrian level crossing is the best and cheapest option.
