1.         Apologies:

To consider any Members reasons of absence

2.         Register of Interests:

Members are reminded of the need to keep their register of interests up to date.

Members are reminded that they must act solely in the public interest and should never

improperly confer an advantage or disadvantage on any person or act to gain financial or other

material benefits for themselves, their family, a friend, or close associate.

At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this agenda or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the agenda may also make representations, answer questions, or give evidence relating to that item.

Chairman to Move: To close the adjournment and the suspension of Standing Orders

4.         Minutes:

To consider and approve the wording of the Clerk’s Minutes of the Parish Council Meeting held on Monday 4th December 2023 – circulated 6.12.23.

5.         Planning Matters:

a)       Comments made on planning application W/23/02296/FUL – Removal of existing agricultural buildings and replacement with a 2 bedroom dormer bungalow and garaging at Meadowbank Farm Dorsington Road Dorsington Pebworth Stratford Upon Avon CV37 8XB. Following the December Parish Council meeting the following comments were made :

–          The development is outside the SWDP2 Development Boundary.

–          It is adjacent to the Pebworth Conservation Area.

–          As this will be the first dwelling that would be seen on entering the village from the north from the direction of Dorsington Village please ensure compliance with the Design Code (P3 page 33) of Pebworth Neighbourhood Development Plan.

Decisions:

b)       W/23/01487/HP Proposal: Extension and renovation to existing property. Location: Far View, Back Lane, Pebworth, Stratford Upon Avon, CV37 8XA. Application Approved.

c)       W/23/02224/HP Erection of single-storey rear extension, conversion of garage to ancillary accommodation, replacement windows and other external alterations Location: The Old Barn, Back Lane, Pebworth, Stratford Upon Avon, CV37 8XA. Application Approved.

6.         Finance:

a)       To consider and approve the third quarterly bank reconciliation, account balances and income and expenditure budgets.

b)       To finalise the budget and set the precept for 2024-25.

c)       To consider completion of Reserves form.

d)       To consider for approval the schedule of payments to be made by internet banking

e)       To note payments made between meetings.

7.         Council & Community Matters:

a)       To note email regarding the National Planning Policy Framework and consider any possible actions.

8.         The Close & Recreation Field

To note the canopy lift on the trees on The Close has taken place.

9.         Cemetery :

To consider request to purchase a burial plot.

10.      Highway Matters:

To note the sunken road on Back Lane is due to be repaired in January.

11.      Lengthsman/Maintenance Matters:

a)       To note Lengthsman’s jobs issued from last Council meeting; comment on progress

b)       To consider future tasks to be issued to the Lengthsman

c)       To note VAS data

12.      Policy Reviews:

a)       Health & Safety

b)       Complaints Procedure

c)       To consider the adoption of a Disciplinary Policy and a Grievance Procedure

13.      Matters raised by Councillors: for consideration and or items for future agendas

To confirm the date of the Ordinary Parish Council Meeting at 7.00pm on Monday 5th February 2024 at the Village Hall, Pebworth.
