a) W/23/01404/HP Location: 8 Little Meadow, Pebworth Road, Ullington, Pebworth, Stratford Upon Avon, CV37 8XE Description of Proposal: Hall extension and front porch Considered: b) W/23/01124/FUL – Bank Farm, Front Street, Pebworth. To note Parish Council response at the following link : https://plan.wychavon.gov.uk/Planning/Display/W/23/01124/FUL c) W/23/01464/AGR Location: Ullington Hall, Buckle Street, Ullington, Evesham, WR11 8QH Description of Proposal: Prior notification for construction of Agricultural building. Following consultation via email Members had no comment to make. W/23/01487/HP Location: Far View, Back Lane, Pebworth, Stratford Upon Avon, CV37 8XA Description of Proposal: Extension and renovation to existing property. Whilst Pebworth Parish Council has no problem with the principle of redeveloping and expanding the existing property we would ask that the Planning Officer check the design and materials comply with the Design Policy P3, page 33 of the Pebworth Parish Neighbourhood Plan. d) Decisions: e) W/23/00937/HP Proposal: Single storey front and side extension Location: 20 Middlesex, Pebworth Road, Ullington, Pebworth, Stratford Upon Avon, CV37 8XF. Planning Permission Refused. g) W/23/00551/LB Associated Ref: W/23/00550/HP – Proposed single-storey extensions to rear to provide garden room and rear access, and extension to kitchen Location: Broad Marston Manor, Broad Marston Road, Broad Marston, Pebworth, Stratford Upon Avon, CV37 8XY. Planning Permission Approved Subject to Conditions. h) W/23/01464/AGR – Prior notification for construction of Agricultural building Location: Ullington Hall, Buckle Street, Ullington, Evesham, WR11 8QH. Provided the development is carried out in accordance with the details submitted with your notification application, I write to confirm the Council determine prior approval is not required for the proposal as indicated upon your completed forms and no further details are required. In accordance with the regulations referred to above, this approval is given subject to conditions. |

| 9. | The Close & Recreation Field
The new play equipment was officially opened on 14th July. It was decided by Members not to have a post installation inspection but to carry on with the annual inspection. Some issues were raised but these have now been dealt with. |
| 10. | Cemetery :
To note: a) report regarding burial ground headstone inspection and consider recommendations. b) Three interments have taken place during August. |
| 11. | Highway Matters:
To note: a) Culvert on Little Meadows – the bricks will be removed in the very near future and the landowner will be looking to reconstruct. The ditch is not blocked at present and there shouldn’t be a drainage issue even if the header wall is not rebuilt. b) Following a request for a priority scheme by Town Pool Car Park, Clerk has been advised this type of scheme needs to have an open and unobstructed view ahead to see any other vehicle approaching. As the proposed site is more of a blind bend this wouldn’t work. Traffic Management Team to assess and consider any alternative. |
| 12. | Lengthsman/Maintenance Matters:
a) To note Lengthsman’s jobs issued from last Council meeting; comment on progress b) To consider future tasks to be issued to the Lengthsman c) To note VAS data |
| 13. | Public Rights of Way:
a) To note the emergency closure of Footpath PB-528(part) Pebworth. The bridge is on the border of two counties and a plan of action is being worked on. It is anticipated this section of footpath will remain closed for up to a maximum of 6 months. b) Clerk contacted the landowner regarding the overgrown footpath on Broad Marston Rd. She was advised there is currently a birds nest which is prohibiting clearance. |

Minutes of the Ordinary Parish Council Meeting held
At the Village Hall, Pebworth on Monday 4th September 2023
Present: Councillors: James Pearson, Simon Shiers, Sam Parkins, David Cranage & Jodi Cotton
In attendance: County Councillor Adams & District Councillor Judith Ciotti, Mrs D Bowles (Clerk)
Also in attendance: 10 members of the public.

| 2. | Register of Interests:
Disclosures of Interests: Members were reminded of the need to keep their register of interests updated. Members were asked to declare any Disclosable Pecuniary or other Interests in items considered in virtual meetings and their nature. None declared |
| 3. | Open Forum: The Chairman suspended the formal meeting for the Ward Members and public participation.
a) 10 members of the public were in attendance. Requests were made to: – Arrange for the canopy to lifted on The Close/Chapel Rd. This was last carried out in 2021. Clerk to organise a tree surgeon to investigate and carry out any works. – Lower the kerb stones between 1 and 4 Chapel Rd – Clerk to liaise with Worcestershire County Council. – Notice was given to hand back allotment plot number 10. Clerk to contact the next person on the waiting list. – Representatives from Meon Way Gardens Residents Association were in attendance. They advised that Wychavon do not intend to enforce S106 on Persimmon which means they will not need to provide community facilities. The Parish Council has been asked if they will support putting a case forward to pursue any funding. This is to be discussed under agenda item 8c. – Stansgate Planning talked through a proposed scheme for Elm View. The Chairman closed the open forum and reconvened the meeting at 19:40 |
| 4. | Ward Member’s Report:
– County Councillor Adams – reminder for everyone to clear ditches and drains. He advised that if there is any issue with sewers the more people who report it to Severn Trent Water the better. – District Councillor Ciotti – Community Legacy Grant applications open in January. Clerk asked her to speak with Phil Childs regarding the dog bins on Meon Way Gardens. |

The Minutes of the Ordinary Parish Council Meeting held on Monday 3rd July at the Village Hall, Pebworth were considered and approved by the Council to be a true record of the meeting and were signed by the Chairman. |

a) Council noted the external audit report with no queries. This information has been added to the website. b) Council approved the payments made in August. c) The Council gave consideration and unanimous approval of the payments listed in Appendix A, confirming the payments in Appendix A have been approved by full Council and there is provision within the budget, and that financial regulations and relevant policies have been followed. Cllr Pearson to authorise the payments made by internet banking. d) Council noted DKE Audit Services will undertake the 23-24 audit at a fee of £210 plus mileage |
| 8. | Council & Community Matters:
a) Following Hugo Fox’s decision to implement charging structure for the Parish Council website, Clerk obtained quotes from Hugo Fox and Parish Online. It was resolved to accept the quote from Parish Online. b) Council noted the request to grit Broad Marston Rd to Long Marston Rd does not meet the established criteria for including within the existing gritting network. County Cllr Adams has pursued this and believes this gritting route will be extended. c) Cllr Pearson provided an update regarding S106 monies for Meon Way Gardens. Clerk to respond to Wychavon stating there is engagement with Persimmon and Meon Way Garden Residents Association requesting the decision be deferred until after a meeting with Persimmon and following that a meeting of the Parish Council. Cllr Pearson to attend the meeting between Persimmon and Meon Way Gardens Residents Association along with Cllr Cotton. |
