c)       W/23/01573/HP Location: Cherry Orchard, Back Lane, Pebworth, Stratford Upon Avon, CV37 8XA Description of Proposal: Two storey front extension, and first floor rear and side extensions. Cllr Weller declared an interest in this application and did not take part in responses. Following consultation via email Clerk responded with –

“Whilst Pebworth Parish Council has no problem with the principle of redeveloping and expanding the existing property we would ask that the Planning Officer check the design and materials comply with the Design Policy P3, page 33 of the Pebworth Parish Neighbourhood Plan.

 

Should you be minded to approve this application the Parish Council would like consideration given to neighbouring and nearby property owners in relation to appropriate traffic and construction management conditions, eg working hours, washing of tyres as the site is at the end of a narrow, single track road with other properties also being improved upon. “

g)       W/23/00628/FUL Proposal: Removal of Condition 4 on granted planning approval W/12/01027 – Replacement dwelling Location: Mobile Home At, Sunnycroft, Pebworth Road, Ullington, Pebworth. Application Refused.

7. Finance:

a)       To receive the Clerk’s report on payments made since the last meeting

b)       To consider for approval the schedule of payments to be made by internet banking

c)       The provision of Parish Council wreath regarding Remembrance Day

d)       To consider and approve the second quarterly bank reconciliation, account balances and income and expenditure budgets.

e)       To note new 24 month mobile contract has been signed at £7.70 pm which is a 50% reduction.

8.         Council & Community Matters:

To note:

a)     A works order has been given to lift the crowns on the 12 trees on Chapel Rd. These works will take place end Oct/beg of Nov when the trees are dormant.

b)     Update still awaited regarding dog bins on Meon Way Gardens.

c)     To receive update following meeting with Persimmon Homes on 29th September.

d)     To consider way forward regarding policing situation at Meon Way Gardens.

9.         The Close & Recreation Field

To note remedial works have now been completed.

10.      Cemetery:

Further report awaited regarding headstone audit.

11.      Allotments:

To note allotment plot 10 has now been handed back and deposit of £20 refunded. Clerk has offered this to the next on the list but has not received a response to date.

12.      Highway Matters:

Following recent enquiry from a resident, Highways has raised a request with the Minor Infrastructure Projects Team to survey a single dropped crossing opposite 2, and 3, Chapel Road. If accepted it may still need funding.

13.      Lengthsman/Maintenance Matters:

a)       To note Lengthsman’s jobs issued from last Council meeting; comment on progress

b)       To consider future tasks to be issued to the Lengthsman

c)       To note VAS data

Minutes of the Ordinary Parish Council Meeting held

At the Village Hall, Pebworth on Monday 2nd October 2023

 

Present:  Councillors: Richard Weller (Chairman), James Pearson, David Cranage & Jodi Cotton

In attendance: County Councillor Adams (19:45), District Councillor Hannah Robson, Mrs D Bowles (Clerk)

 

Also in attendance: 5 members of the public.

Members were reminded of the need to keep their register of interests updated. Members were asked to

Item 6c – Cllr Weller planning application

3.         Open Forum: The Chairman suspended the formal meeting for the Ward Members and public participation.

a)       5 members of the public were in attendance:

–          Resident thanked the Parish Council for help regarding the proposed dropped kerb and the lifting of the canopies of the trees on The Close.

–          Complaint regarding a resident in Elm Close; although this is not something the Parish Council can be involved with the Clerk will inform the local police officer.

–          Query raised regarding the VAS data. Cllr Weller advised this is being monitored and the data is provided in the minutes.

–          An update was given regarding the recent meeting with Meon Way Residents Association and Persimmon Homes. Minutes are provided as Appendix B.

–          District Councillor Robson had a meeting with the police regarding Meon Way Gardens. They have agreed they will drive around Meon Way when they are in Pebworth. She has suggested a mobile police van to perhaps carry out a surgery for residents. A resident stated there does seem to have been a better police presence recently.

–          Welford Bridge is being closed; Cllr Cotton will provide the predicted closure dates which will be appended at the end of the minutes (Appendix C)

b)       County Councillor Adams – arrived 19:45.

c)       District Councillor Ciotti sent her apologies. She is currently investigating the issue with the dog bins at Meon Way Gardens.

The Chairman closed the open forum and reconvened the meeting at 19:30

4.         District Councillor Robson reported:

Wychavon District Council are pushing a drive on food waste and recycling

The South Worcestershire Development Plan has been formally submitted to the Secretary of State for independent examination

5.         Acceptance of Minutes:

The Minutes of the Ordinary Parish Council Meeting held on Monday 4th September at the Village Hall, Pebworth were considered and approved by the Council to be a true record of the meeting and were signed by the Chairman.

7.         Finance:

a)       Council noted no payments have been made since the last meeting.

b)       The Council gave consideration and unanimous approval of the payments listed in Appendix A, confirming the payments in Appendix A have been approved by full Council and there is provision within the budget, and that financial regulations and relevant policies have been followed. Cllr Weller to authorise the payments made by internet banking.

It was resolved to:

c)     to purchase a Parish Council wreath regarding Remembrance Day

d)     approve the second quarterly bank reconciliation, account balances and income and expenditure budgets. Cllr Cotton initialled.

e)     Members noted new 24 month mobile contract has been signed at £7.70 pm which is a 50% reduction.

8.         Council & Community Matters:

e)       SIMS Metals appear to be working past 9pm which is in contravention of planning. District Councillor Robson will take this forward with Enforcement.

  County Councillor Adams arrived at 19:45. The Chairman suspended the meeting for a report to be provided which is appended to the minutes.

Broadway volunteers finished putting in the flood alleviation works at the Heart of England Forest.

Extra drainage system has been installed and it is hoped the flooding has been solved under Honeybourne bridges.

Grant provided for the village hall

It has been agreed for a temporary pedestrian crossing for the proposed Honeybourne Railway Station car park.

Street cleaning works to be requested by District Councillor Robson.

The Chairman reconvened the meeting at 20:10

9.         The Close & Recreation Field

Members noted the remedial works have now been completed and the remaining balance can now be paid.

Clerk to place a reminder in the Piper & Petrus that dogs are not allowed on the Recreation ground.

New numerical padlock to be bought for the Rec, Clerk to advise allotment holders of the code.

10.     Cemetery:

Members considered the additional headstone audit report. There are 24 headstones that require immediate work with a further 18 to be re-checked in the future. It was resolved to accept the quote from Simply Stone and for Clerk to issue the works order.

11.     Allotments:

Members noted allotment plot 10 has now been handed back and deposit of £20 refunded. Clerk has offered this to the next person on the list but has not received a response to date.

12.     Highway Matters:

a)       Following the recent enquiry from a resident during the September Open Forum, Highways has raised a request with the Minor Infrastructure Projects Team to survey a single dropped crossing opposite 2, and 3, Chapel Road. If accepted it may still need funding.

b)       Query raised regarding speed limit on Campden Rd B4632. Clerk to contact Warwickshire Highways.

13.     Lengthsman/Handyman Matters:

a)       Works carried out:

–          Vegetation cleared from the Bus shelter on Broad Marston Road and a coat of fence paint given.

–          Cleared the grill on The Close ditch bridge and removed debris.

b)       Future Tasks:

–          Tennis net to be taken down

–          Zip wire works to be undertaken after the half term break

–          Grip clearance works.

c)       VAS data is appended to the minutes.

14.     Matters Raised by Members: The following matters were raised by Council Members for consideration for future agendas:

a)       A request had been received from the Friends of Pebworth First School to place a banner on The Rec’s fence, advertising the school’s open day.  This was unanimously approved.

15.     Date of Next Meeting:

Council confirmed the date of the next Ordinary Parish Council Meeting on Monday 6th November 2023 at 7.00pm in the Village Hall, Pebworth.

APPENDIX B

 

Meeting with Persimmon Homes to discuss the community facilities to be provided on Meon Way Gardens, 29 September 2023 at Meon Vale Pavilion

 

We asked Persimmon what their proposals were for the open space/ football pitch, the equipped playground and community building that were shown on the approved plans for Meon Way Gardens.

 

They stated that the plans were approved 10 years ago and were the starting point for discussions with the community about what they wanted to see, (within reason). They were happy to work with Pebworth PC and Wychavon DC and welcomed the offer from the MVRA to help carry out consultations with the community on ideas and options.

 

Persimmon described the types of play equipment they have used in other developments. These were of good quality and varied. We discussed the need for a variety of equipment for all ages and for disabled children with suitable surfaces so that they were usable throughout the year. Jodi offered to send through the images of the shortlisted schemes for the new Pebworth playground.

 

We outlined the following ideas for older children’s activities and play:

  • a hard surface Muga similar to that in Pebworth village with wooden fencing and space for football, basketball and tennis
  • a cycle track with an area suitable for small children and a further area for Pump/ BMX similar to that at Charity Fields in Evesham.
  • A Garden of Reflection with seating and gardens so residents could enjoy the view of Meon Hill. This could include a memorial and information on the former MOD site. The S106 Public Arts Contribution (of £15,200) could be used towards this.

 

We described the existing community facilities in Meon Vale:

  • The refurbishment of the Village Hall was nearing completion but there was a need for considerable sums for new furniture and fittings.
  • The need for new equipment in the Leisure Centre gym
  • The popularity and limitations of the children’s playground, muga and skate park which were planned for 500 homes.
  • The playing pitches adjacent to the Pavilion were now well used by Meon Vale Football Club
  • The community use of the Pavilion for a community café, Foodshare and support services.

 

Persimmon want to be sure that the Parish and District Councils will support any proposals and want to avoid objections from the residents who have moved onto MWG.

Jodi has carried out an initial survey of residents to gauge views on various options.

 

Next Steps

 

Persimmon to present options on play equipment and the layout of the open space to the working group (consisting of representatives from Pebworth PC, Wychavon DC and MVRA), and to be made available to PPC and WDC.

 

A consultation on options to be carried out with the community by Persimmon with support from MVRA. (This will rely on Persimmon providing consultation graphics, publicity leaflets and survey forms.)

Public display in MWG Sales Office and in Pavilion, Leisure Centre, and Village Hall (if open). Open Day event with Persimmon present.

 

Widespread publicity to be carried out – eg through Stratford Herald, MV Facebook forums and leaflets to households. Parish newsletters and websites.

Results of survey to be presented to working group, PPC and WDC.

Recommendations to be agreed by working group and presented to PPC and WDC.

 

Other subjects discussed.

  • We noted residents complaints about noise from the Recycling Centre. Russell confirmed that the mound was in place and trees and shrubs planted along the top.
  • We asked about the type of business units to be proposed. Persimmon had no information on this. We noted that there was a demand from residents for small business start up units.
  • We asked why street lights were not being installed. Russell stated that this was because Pebworth PC were unwilling to adopt them. Each house has a PIR light at the front door. Some had installed solar powered bollards.

 

APPENDIX C – WELFORD BRIDGE PREDICTED CLOSURE DATES

 

Initial closure – Wednesday 4th – Monday 23rd October (only food and cycle access across bridge)

Re-opening with traffic lights Monday 23rd October – Sunday 23rd October

2nd closure – Monday 30th October – Friday 22nd December (only food and cycle access across bridge)

Christmas – bridge open Saturday 23rd December – Monday 19th February

3rd closure – Tuesday 20th February – Wednesday 19th March (only food and cycle access across bridge)

APPENDIX D – COUNTY COUNCILLOR REPORT

 

 

County Councillor Report – Pebworth

Month:  October 2023

A BIG THANK YOU  to the volunteers in Broad Marston who helped improve the Wetlands/ flood alleviation scheme in the HOEF field on the 23/9/2023 – see below photo.

They dug a new trench from the existing channel to the edge of the field where the water comes into the field. This will help in flood situations allowing the flood plain to fill up with water quicker to alleviate flooding in Broad Marston. It will also help keep the stream flowing into the pond most of the year so the field can become a proper wetland and encourage bio-diversity.

 

 

 

 

 

 

NEW drains under the Honeybourne Bridges should help alleviate the flooding

 

Honeybourne Rd was closed for 2 weeks whilst WCC installed a new network of drains on the Honeybourne side and fitted large gullys to the existing drains. See photo. Is this the end of the deep flood water under the bridges? I hope so!

 

 

 

 

Network Rail gives the green light to the new Honeybourne Railway Station Car Park

WDC bought some land opposite the platform at Honeybourne Station just off Sheenhill Rd over 4 years ago to build a new railway car park with 200+ parking spaces. Unfortunately, Network Rail wanted £4million from WDC to connect to the existing pedestrian bridge so the project was put on hold. Over the last few years I have held several meetings with representatives from Network Rail and WDC, and started a campaign of writing to the CEO of Network Rail pushing for a cheaper option. The Parish Council, the MD of WDC, and our MP all wrote to the CEO. And at last we have some progress. NR have agreed that a pedestrian level crossing from the new car park to the platform can be constructed over the redundant rail track to Long Marston so the project can go ahead at a much-reduced cost. So hopefully the new Honeybourne Railway Station car park will be built in the next 12-18 months. See below map showing the proposed crossings.

 

 

Highways:

There are still some road and footway maintenance in progress in Worcestershire please check https://one.network/  to see all the temporary road closures on a regular basis. Also, please clear any debris off the road gullys near your homes to allow any rain to drain away.

 

  • I have reported the sunken road opposite the entrance to Pebworth Nursery to Highways.
  • Request to extend gritting route along Broad Marston Rd has been accepted by WCC. This will ensure there is a safe route for the school bus Chipping Campden. Awaiting the gritting routes to be updated on the WCC website.
  • Dropped kerbs requested opposite 2, and 3, Chapel Road for mobility scooter. Awaiting survey and quote
  • I have reported to Severn Trent the foul sewer manhole in School Rd which had foul water coming up through the manhole when we had the heavy rainfall recently.
  • Flooding at Chalk Farm , Buckle Street – Culvert jetted, but some ditches still need to be dug out by the landowners/residents.
  • Flooding in Dorsington Rd at junction with Long Marston Rd. Highways have jetted the culverts under the road, and HOEF have been requested to dig out their ditches. I have chased up HOEF to clear the ditches before Winter.
  • Welford Bridge Closed
