Minutes of the Ordinary Parish Council Meeting held

At the Village Hall, Pebworth on Monday 7th July 2026

 

Present: Councillors: Richard Weller (Chair), Cllr Eugene McCluskey, Cllr David Cranage, Cllr Simon Shiers, Cllr James Pearson,

1. Apologies Considered for Absence:

Cllr Jodi Cotton, Cllr Hannah Robson, Cllr Judith Ciotti.

2. Register of Interests: None declared

 

Disclosures of Interests:

Members were reminded of the need to keep their register of interests updated. Members were asked to declare any Disclosable Pecuniary or other Interests in items considered in virtual meetings and their nature.

Highway Grips

A resident attended the meeting to enquire whether the highway grips in Broad Marston, particularly along Long Marston Road, have been cleared. Clerk to check this with the Lengthsman.

 

Resident’s Concerns – Land to the Rear of Orchard Close

A resident attended the meeting to raise concerns about the accumulation of rubbish on land to the rear of Orchard Close and the potential fire risk. It was also reported that two shipping containers on the site may contain combustible materials.

That the Clerk write to the landowner outlining the concerns raised and requesting that the site be reviewed.

 

Pebworth Community Speed watch

Members were advised that the Pebworth Community Speed watch scheme has now commenced. The initiative, led by trained local volunteers in partnership with the police, aims to encourage safer driving by monitoring vehicle speeds at approved locations within the parish. It is hoped that the increased presence of Speed watch will help improve driver behaviour, reduce speeding, and enhance road safety for residents and other road users.

 

Community Speed watch Signage

Members discussed the provision of Community Speed watch signage. Confirmation is awaited from Worcestershire Highways and the local police regarding the approved type of signs and the length of time they may be displayed.

 

County & District Councillor Robson’s Report – June 2026

District Councillor Ciotti’s report – June 2026

  • Wychavon Support Fund (£5 million – Phase One): The first phase of the fund has been launched to support wellness, businesses, families, and communities. Planned initiatives include:
    • Free swimming for under-16s and over-60s.
    • Free Learn to Swim lessons for all.
    • Reduced fares on the Worcester on Demand transport service.
    • One hour of free parking in town centres.
    • Additional support for families experiencing financial hardship who are not currently receiving benefits.
    • Speech and language support for children.
    • New ward budgets for small-scale community projects.
  • Government Crisis and Resilience Fund: This fund will replace the Household Support Fund and will be administered by Worcestershire County Council.
  • Pershore Charity Shop Trail: Wychavon is supporting the initiative to encourage greater use of local charity shops while promoting sustainable consumption.
  • Women’s Rough Sleeping Census: Wychavon is supporting the Women’s Rough Sleeping Census to improve understanding of women’s experiences of rough sleeping and hidden homelessness. An online drop-in session will be held in September.
  • Hampton Bridge: The project continues to progress on schedule. Piling works are nearing completion, with temporary river closures planned when the bridge spans are installed. Drone footage and site visits for councillors and schools will be available.
  • King’s Birthday Honours 2027: Nominations should be submitted by 11 September 2026.
  • Summer Recess: Non-essential District Council activities and committee meetings will pause during August, with normal business resuming in September.

4. Acceptance of Minutes:

The Minutes of the Ordinary Parish Council Meeting held on Monday 2nd June 2026 at the Village Hall, Pebworth were considered and approved by the Council to be a true record of the meeting and were signed by the Chairman.

5. Planning Matters:

3.      Decisions:

6. Finance:

1.      The Council gave consideration and unanimous approval of the payments listed in Appendix A, confirming the payments in Appendix A have been approved by full Council and there is provision within the budget, and that financial regulations and relevant policies have been followed.

2.      The income received during June 2026 was noted

3.      WCC have confirmed that there will be a CIL payment due to Pebworth amounting to approximately £17,000 – this payment will be made in October 2026

7. Council & Community Matters:

1.    To receive update regarding “reserved parking” signage at Town Pool – This has been confirmed to be highways land – letter has been sent to resident concerned – it has been confirmed that this area is part of the highway. This will now be removed from the agenda.

2.    To received update re defibrillator Pebworth Village – Stryker have been contacted and awaiting new battery for this – if this does not solve the problem a new defib will be needed – it is out of warranty if the battery fails again agreement has been made to replace the defibrillator.

3.    Re the Langate fields defib – clerk to email Persimmon to ask where they are planning to re-site this.

8. Meon Way Gardens:

1.      The Council members noted and discussed several emails received regarding antisocial behaviour at Meon Way Gardens.

 

Resident Correspondence – Meon Way Gardens

A request had been received from a resident asking the Parish Council to provide a letter of support in relation to an upcoming housing review. Members noted that the Parish Council is unable to comment on individual circumstances or specific cases.

The Council confirmed that it has, however, received a number of complaints, emails, and representations from residents regarding alleged anti-social behaviour in the Meon Way Gardens area, which has been brought to the Council’s attention on several occasions.

 

9. The Close & Recreation Field

1.      Members noted the monthly reports.

2.      To discuss response from Total Play regarding the MUGA surface – Total Play have been out to assess the damage to MUGA surface, they have carried out some repairs free of charge which seem satisfactory.

10. Neighbourhood Development Plan:

Members noted that an initial meeting had taken place the previous Monday, with two further meetings scheduled for the following Monday and the first Monday in August. Once all policies have been reviewed, a survey will be prepared to gather residents’ views and preferences.

Clerk to put together an information page on the Parish Council website.

11. Burial Ground

1.   The bench has been decided can accept bench but will be placed where there is a space – the area has been assessed and decided unfortunately there is no space for a further bench.

2.   One internment took place on 24th June

12. Allotments:

Nothing to note.

13. Street Lighting:

1.      Nothing to note

14. Highway Matters:

1.      To discuss VAS sign quotes – decided to purchase the Elan City VAS signs.

2.      VAS locations were discussed – decided these are to be rotated every two weeks

15. Lengthsman/Maintenance Matters:

1.      The following Lengthsman’s jobs issued at the last Council meeting were noted:

17. Matters Raised by Members:

1.      Southern boundary of hedge is dying from bramble invasion – clerk to ask Raffe SBK

18. LIST OF ACTIONS FOR JUNE:

1.      Cllr Cotton to contact resident regarding land adjoining Orchard Close.

2.      Clerk to ask Raffe to look at the hedge of the southern boundary of the burial ground.  It is being killed off by bramble invasion

3.      Clerk to email Persimmon Homes re defib relocation at Langate Fields
