Minutes of the Ordinary Parish Council Meeting held
At the Village Hall, Pebworth on Monday 11th March 2024
Present: Councillors: Richard Weller (Chairman), Simon Shiers, James Pearson, Sam Parkins, David Cranage & Jodi Cotton
In attendance: District Councillor Judith Ciotti, Mrs D Bowles (Clerk)

| 3. | Open Forum: The Chairman suspended the formal meeting for the Ward Members and public participation.
a) 4 members of the public were in attendance and the following queries were raised: – When the drop kerb will be installed on Chapel Rd; these are due to be installed by the end of the financial year. – Canopy lift works – these have been actioned however this was queried. Clerk to investigate. – Regarding the criteria for social housing; Cllr Weller stated this does not fall under the Parish Council remit. – Comments were made about the speed of cars along Long Marston Rd; County Councillor Adams investigated the possibility of extending the 30mph limit to Millfield some years back however this was declined. Pedestrian signs were installed at that time. – Regarding Persimmon and Meon Way Gardens relating to the precept and social housing. – The road drain at the bottom of the field at Manor Farm, Back Lane is blocked. Clerk to report. – Queries were raised regarding speeds of vehicles and whether the PC can ask the police to provide a speed camera vehicle. Clerk advised the Police are looking to attend the May meeting. – Regarding the car in the ditch at Long Marston Rd. Police are aware however it cannot be removed at present until the insurance company has carried out investigations. b) County Councillor Adams arrived at 20:10; report to follow c) District Councillor Ciotti reported – – Nigel Huddleston MP is calling for constituent input for a future expansion to the Worcestershire On Demand bus service. Clerk to relay this via email, social media and noticeboards. The Chairman closed the open forum and reconvened the meeting at 19:35. |

| 6. | Finance:
a) The Council gave consideration and unanimous approval of the payments listed in Appendix A, confirming the payments in Appendix A have been approved by full Council and there is provision within the budget, and that financial regulations and relevant policies have been followed. Cllr Pearson to authorise the payments made by internet banking. b) It was resolved to approve the payment of the Parish Games invoice when received. |
| 7. | Council & Community Matters:
a) Cllr Cranage advised he is meeting a company this week to obtain quotes for drainage works on Friday Street and Broad Marston Road. It is hoped these will be available for the April meeting. b) Persimmon have provided proposed designs for the Meon Way Garden Open Space. The Meon Vale Residents Association Executive Committee met to discuss these proposals and their comments were provided to the Members. Cllrs Weller, Pearson & Cotton to arrange a meeting with Persimmon to discuss these proposals and draft a response to the Meon Vale Residents Association. These plans will be brought to the April Parish Council meeting which is being held at Meon Vale. |
| 8. | Neighbourhood Development Plan (NDP):
A meeting took place between some Councillors and Wendy Hopkins from Brodie Planning to discuss the review of the NDP. Advice has been sought from the Planning Policy Officer as the Parish Council is seeking to modify its plan to protect against speculative developments/outside the defined boundary given that WDC cannot demonstrate a 5 year housing land supply. The Parish Council is looking to modify the plan so a level of protection against housing development outside the identified development boundary is in place without the need for a full review of the NDP ahead of the adoption of the South Worcestershire Development Plan Review. A response has been received stating that adding a development boundary to the NDP would be a material modification which does change the nature of the plan; as such this would require independent examination and a referendum. Further advice has been sought and a response is awaited. |
| 9. | County Councillor Adams arrived at 20:10. Cllr Weller adjourned the meeting at 20:15 to allow him to provide a report. This is appended to the minutes. The meeting was then reconvened at 20:35. |
| 10. | The Close & Recreation Field
The weather conditions are still preventing clearance works at the ditch being carried out. Clerk to request the Lengthsman reinforce the grill as this has become damaged. |
| 11. | Lengthsman/Handyman Matters:
Members noted John Hyde has: – Cleared out gully grates and verge grips on Long Marston Rd – Cleared verge grips on Honeybourne Rd – Met with Steve Baker and further grip works to take place. Future Tasks: None at present. |

County Councillor Report – Pebworth

County Council Budget 2024/25
The County Council finalised the 2024/25 Budget on 15th February at Full Council.
Your County Council tax will be increased by 4.99% (2% ring-fenced for adult social care and 2.99% to deal with all the other services). As mentioned last month there has been a large increase in pressures from Children and Adult services. For example, the home to school transport has increased by nearly £10m in the last 12 months due to the increase in the number of children with Special Educational Needs, and many of them requiring transport to schools outside of the county. Also the number of children in care has increased from 440 to over 1000 in the last 10 years, and the annual cost is nearly £100million.
Even with the 4.99% increase in council tax, the Council still needs to save over £20million over the next 12 months so there will be some redundancies, but the aim is not to effect front line services. The Council’s investment in roads and pavements will continue at the same high level as previous years to keep them some of the best in the UK.
Boundary Commission Review
The Boundary Commission has announced for consultation their recommendations for changes to the County Councillor Divisional Areas with the aim that each elected member should have about 8600 residents. At the moment I have one of the largest Divisions with over 9500 residents which is forecast to grow to 10,500 by 2029. So they are proposing to take Badsey off my area and pass it to Broadway Division.

Flooding under the Honeybourne Bridges
Just after last month’s Parish Council meeting, on the 8th February, there was over a foot of water under Honeybourne bridges, but it was simply debris, leaves and grass on top of the gully grates. I cleared it with a spade and all the water disappeared within 5 minutes. Again, it reinforces the importance of keeping all the gullys grates clear of mud and debris, and I do ask all residents to check the drains outside their premises.
The good news is with the heavy rain on the 18th February, there was no flooding under Honeybourne bridges.
Flooding – Broad Marston
On 8th Feb and 18th there was a few inches of water on the Broad Marston Rd as you drive out of Broad Marston, but this did seem to be coming from the field opposite Cotswold View, and the Parish Council have agreed to clear the ditch and pay for a bund to try and stop this run off from the field as mentioned last month.
I have got the contractor who did it last time to provide a quote to the Parish, but if I can help further, please do not hesitate to contact me. As mentioned, a neighbour in Broad Marston has some surplus earth that could be used for the bund.
Flood alleviation work – Friday Street
The same contractor has also provided a quote to build a bund in Sam Rainbow’s field at the end of Friday Street to stop flood water from the land going onto the road and down into Friday Street. Again this quote has been supplied to the Parish Council.
Flood plain– Honeybourne
On the 18th Feb, the flood plain upstream in Honeybourne before the Gate Pub was totally full of water. The water was twice as much as on 2nd January and stretched 500 metres from the bund to the back of the orchard. See photo taken on 2nd January below and imagine water all the way to the bottom of the photo- all the way through the apple trees. At the bund we estimated it was over 6 – 7ft deep, and was holding back 10,000’s of gallons of water. If this flood plain had not been built, I estimate the Gate pub would have been 5ft under water ! Unfortunately the restaurant in the pub was flooded but only with about an inch of water.
The photo below shows the green bulldozer marooned in a sea of water on 18th Feb. This same green bulldozer is in the above photo in the right hand corner taken on the 2nd January (when we also had floods) and you can see it is several hundred metres from the bund. You can see the extent of the water on 18th Feb; it was vast, the whole orchard was flooded. The water stretched as far as the eye could see and the flood plain was holding back a huge amount of water entering Honeybourne.
Highways:
Please check https://one.network/ to see all the temporary road closures and temporary traffic lights on a regular basis.
- Sunken road opposite the entrance to Pebworth Nursery. WCC dug up the road on 15th Feb and confirmed it is a gullys issue. A new pipe has to be installed, which hopefully will occur later this year.
- A BIG thank you to our wonderful PROW volunteers who have relayed the flagstones on the footpath between the playground and Friday street. An excellent job See below.
- Dropped kerbs requested opposite 2, and 3, Chapel Road for mobility
scooter. Order given to proceed and install – To be installed March/April time.
- I had a meeting in November with Severn Trent and again reminded them about the foul sewer manhole in School Rd and Friday St which suffer foul water coming up through the manhole when we had the heavy rainfall recently. They have promised to take action. I have chased again as I do every month!
- Flooding at Chalk Farm , Buckle Street –Ditch on RHS to be dug out by farmer and new grips dug by WCC. Farmer has cut the hedge and mowed the verge in preparation of digging out the ditch.

Also remember a photo of the Highways problem is as good as “a thousand words” so always take a photo where possible.
