At the Chairman’s discretion residents are invited to give their views and question the Parish Council on issues on this agenda or raise issues for future consideration.  Members of the public may not take part in the Parish Council Meeting.  There will be no discussion by members of the Council during this session but the views expressed may be considered later as part of particular agenda items.  During this period, in accordance with the revised Code of Conduct, members of the Council who have a disclosable interest (but not a disclosable pecuniary interest) in an item on the agenda may also make representations, answer questions, or give evidence relating to that item.

To consider and approve the wording of the Clerk’s Minutes of the Parish Council Meeting held on Monday 2nd October 2023 – circulated date?

6.         Planning Matters:

To Consider:

a)       W/23/02156/FUL Location: Elm View, Chapel Road, Pebworth, Stratford Upon Avon, CV37 8XJ Description of Proposal: Demolition of existing dwelling and construction of nine dwellings, creation of new vehicular access into site along with private driveways and gardens, alteration and extension of retained outbuilding at Elm View and alteration and extension of Walnut Tree Cottage.

Considered:

b)       W/23/00985/HP Location: The Forge, Back Lane, Pebworth, Stratford Upon Avon, CV37 8XA Description of Proposal: A dilapidated, old stable building that is no longer used would be demolished and rebuilt into an outbuilding as a living space with one bedroom and a kitchen/living room area as open plan for extra accommodation for family use. Cllr Weller declared an interest and did not take part in the email discussion. Following consultation via email Clerk responded with “Pebworth Parish Council has no objection to this application however we do question whether the parking provision is sufficient for the increase in dwelling capacity created by the application as there is no capacity for parking on the street.”

c)       W/23/01124/FUL AMENDMENT Amended design of dwellings Demolition of existing agricultural barns and replacement with 5no. detached dwellings. Location: Bank Farm, Front Street, Pebworth, Stratford Upon Avon, CV37 8XQ. The Parish Council had no further comments to make on this application.

d)       W/22/01911/FUL AMENDMENT Full planning application for the demolition of agricultural buildings with Class Q consent and the erection of 5 dwellings. Location: New Buildings Farm, Priory Lane, Broad Marston, Pebworth. The Parish Council had no further comments to make on this application.

e)       W/23/02146/FUL Location: Old Granary, 1 Bank Farm Court, Front Street, Pebworth, Stratford Upon Avon, CV37 8XQ Description of Proposal: Change of Use of Highway Land to Private Garden (retrospective)

Decisions:

f)        W/23/01761/HP – Hobby workshop (part retrospective) Location: 14 Middlesex, Pebworth Road, Ullington, Pebworth, Stratford Upon Avon, CV37 8XF. Planning Application Refused.

g)       W/23/01404/HP – Hall extension and front porch Location: 8 Little Meadow, Pebworth Road, Ullington, Pebworth, Stratford Upon Avon, CV37 8XE. Application approved subject to conditions.

h)       W/23/01136/HP Single-storey extension to rear, first-floor extension to side, new dormer windows and external alterations Location: Hill House, Pebworth Road, Ullington, Pebworth, Stratford Upon Avon, CV37 8XG. Application approved subject to conditions

7.         Finance:

a)       To note employer’s pension increase to 8% for year 3 as per Nov 21 mins.

b)       To consider for approval the schedule of payments to be made by internet banking

8.         Council & Community Matters:

To consider:

a)       applying for the Community Legacy Grant, applications open in January.

b)       flooding issues in Friday St.

c)       application received for £100 grant for Coffee on the Close

d)       setting up a Community Grant application form and Terms and Conditions.

e)       To consider responding to the questions relating to Worcestershire Local Flood Risk Management Strategy and the associated Surface Water Management Plan for the county (emailed 30.10.23)

To note:

f)        the dropped kerbstones between 1 & 4 Chapel Rd have been approved.

g)       the gritting route has been extended to include Broad Marston Rd.

h)       a new keycode padlock has been installed on the gate to The Recreation Field.

i)         New dog bins are due to be installed w/c 30th Oct at Meon Way Gardens.

9.         The Close & Recreation Field

a)       To note the tennis net has now been removed for the winter.

b)       To consider clearing the ditch at The Recreation Field

10.      Allotments:

To note all allotment holders have been advised of the gate code for the new padlock.

a)       To note Lengthsman’s jobs issued from last Council meeting; comment on progress

b)       To consider future tasks to be issued to the Lengthsman

To confirm the date of the Ordinary Parish Council Meeting at 7.00pm on Monday 4th December 2023 at the Village Hall, Pebworth.
