Minutes of the Ordinary Parish Council Meeting held
At the Village Hall, Pebworth on Monday 1st December 2025

Present: Councillors: Richard Weller (Chair), Simon Shiers, David Cranage, Eugene
Mccluskey, Jodi Cotton
In attendance: District Councillor Judith Ciotti, Cllr Hannah Robson, R Burman (Clerk)

1. Apologies Considered for Absence:

Disclosures of Interests:
Members were reminded of the need to keep their register of interests updated. Members
were asked to declare any Disclosable Pecuniary or other Interests in items considered
in virtual meetings and their nature.

3. Open Forum: The Chairman suspended the formal meeting for the Ward Members and
public participation.
Member of public in attendance

Speed Camera proposal, Pebworth Community Speed Watch. Resident attended to
discuss the possibility of installing speed cameras.
District Councillor Report – Cllr J. Ciotti (December 2025)
• A UKSPF-funded grant will reinstate a pedestrian link across the Avon via a new boat
service between Offenham and The Bridge pub, also to operate as a river taxi between
Evesham, Offenham and The Valley, creating three jobs.
• A ward-wide parish networking event was held in November, organised by Cllr Robson
and South Littleton Parish Clerk, with strong attendance and plans for future events.
• Littleton Football Club received a £40,000 Section 106 grant for irrigation and UPVC
windows, along with additional Rural Fund support for wider facility improvements.
• The start of food waste collections in Wychavon has been delayed to April 2028 due to
uncertainties over Government funding and Local Government Reorganisation.
• All bus fares are capped at £1 throughout December, including Worcestershire On
Demand.
• A feasibility report on solar canopies over Wychavon car parks concluded costs are
currently prohibitive, recommending roof-mounted solar instead.

• Full Council voted almost unanimously for the two unitaries model for Local Government
Reorganisation; the formal response has been submitted to the Minister, with a decision
expected in several months.
County & District Councillor Robson’s Report (December 2025)

• 31 meetings attended in November, including Worcestershire County Council
Full Council (6 Nov, 8.5 hrs).
Key outcomes:
o Motion passed for free bus travel for Veterans from April 2026.
o County Council to submit case for a single Worcestershire unitary
authority; five District Councils to propose two-unitary model.
o Ongoing discussions on school place provision, potential new school,
and need to expand in-house SEND provision.
o Updates on capital expenditure, vaccinations, audit and governance.
• Other meetings attended included: WDC Planning Committee, WCC Health
Overview & Scrutiny, Prince Henry’s & Deacle Trust, WDC Full Council,
Highways appraisal, Hereford & Worcester Fire Authority, Association of
Green Councillors Conference, and resident meetings.
• Parish Councillor Networking Evening (17 Nov, Littletons Football Club) was
successful, with 30 councillors attending and strong inter-parish engagement.
• Offenham Ferry to be reinstated next year with UKSPF funding; first operation in
nearly 35 years.
• Worcestershire On Demand transport service remains popular; commonly used
for travel to Broadway, Honeybourne Station, and Pebworth. Booking available via
app or by phone.
• Request for updates on Public Rights of Way groups, including any support
needs and feedback on WCC Countryside Team.
• Reminder that Divisional Fund applications (up to £500) are open until end of
March.

The Chairman closed the open forum and reconvened the meeting at 7.53pm
4. Acceptance of Minutes:
The Minutes of the Ordinary Parish Council Meeting held on Monday 3rd November 2025
at the Village Hall, Pebworth were considered and approved by the Council to be a true
record of the meeting and were signed by the Vice Chairman.
5. Planning Matters:

6. Finance:
a) The Council gave consideration and unanimous approval of the payments listed in
Appendix A, confirming the payments in Appendix A have been approved by full Council
and there is provision within the budget, and that financial regulations and relevant
policies have been followed. Cllr Pearson to authorise the payments made by internet
banking.
b) The Council gave consideration and unanimous approval of the payments listed in

and there is provision within the budget, and that financial regulations and relevant

c) The Council gave consideration to the amount of funds to be transferred to the
investment account. It was agreed that £50,000 would be transferred.
7. Council & Community Matters:
a) Cllr Weller has agreed to investigate and review the matter regarding “reserved parking”
signage at Town Pool – Cllr Weller
b) To receive update regarding rat problem near “The Close” the ditch to the back of the
area has now been cleared. The rat problem for now seems to have been resolved.
8. Meon Way Gardens:
a) Cllr Weller reported regarding the recent meeting with Cllr Robson that reports of
antisocial behaviour must be formally submitted to police; physical evidence required
for investigation of marijuana usage.
9. The Close & Recreation Field

a) Members note the monthly reports with no additional work being required at present.
b) To consider a “dog on a lead” requirement as an interim measure – It has been deemed
unnecessary currently.
c) To receive update regarding No Fouling signs to be erected, It has been decided that
these will be placed in the following locations: Entrance to close by bungalows,
entrance to close by village hall and entrance to close by footpath on Friday Street.
d) To note slide replacement is due for completion on 18th November 2025 – This has been
delayed again , now due for completion on 10th December.

e) New dog waste bin to be requested – what three words location to be sent to Cllr Ciotti
by Cllr Cotton.
10. Neighbourhood Development Plan:
Funding request has been approved, the likely cost is going to be around £11,000
(funding up to £10,000).
11. Burial Ground:
a) No internments took place in November
12. Allotments:
a) Request received to lease a plot that no longer seems to be in use (plot 7b)- It has
been decided to wait until the new contracts go out in January to see if this plot is
continued.
13. Street Lighting:
Tomato Energy has gone into administration – new contract with Valda energy has
commenced.
14. Highway Matters:
No matters to note at the time of the meeting
15. Lengthsman/Handyman Matters:
a) New and outstanding Lengthsman/Handyman matters:
(1) Rotation and charging of mobile Vehicular Activated Signs (VAS) following site
specific approval and authorisation – Meon Gardens
(2) Clear headwalls, outfalls – Broadmarston
(3) Rotation and charging of mobile Vehicular Activated Signs (VAS) following site

b) Future Tasks: – Grate on ditch that runs along the close at the end where the footpath connects
to Friday Street needs clearing – to ask Lengthsman – Dog waste bag dispenser installation – Ensure grit bins are usable – No fouling signs to be installed
c) The VAS data for November was noted
16. Matters Raised by Members: The following matters were raised by Council Members for
consideration for future agendas:
a) ANPR cameras
b) Casual vacancy for Councillor has arisen will wait until new year to advertise this.
17. LIST OF ACTIONS FOR NOVEMBER:
a) Speed data request for village docs (clerk to source)
b) Cllr Cotton to send what three words location of dog waste bin to be sent to
Cllr Ciotti
c) Cllr Weller to inform Lengthsman as to location of dog waste dispensers to
be installed
d) Cllr Weller to give update regarding reserved parking signage at Town Pool.

Council confirmed the date of the next Ordinary Parish Council Meeting on Monday 5th
January at 7.00pm in the Village Hall, Pebworth
