WITHDRAWALS:

Minutes of the Ordinary Parish Council Meeting held
At the Village Hall, Pebworth on Monday 5th January 2026

Present: Councillors: Richard Weller (Chair), Simon Shiers, David Cranage, Jodi Cotton
In attendance: District Councillor Judith Ciotti, Cllr Hannah Robson, R Burman (Clerk)

Also in attendance: 3 members of the public

2. Register of Interests:

Cllr Weller planning – Section 5.c, Cllr Shiers planning – Section 5.a

Disclosures of Interests:
Members were reminded of the need to keep their register of interests updated. Members
were asked to declare any Disclosable Pecuniary or other Interests in items considered in
virtual meetings and their nature.

3. Open Forum: The Chairman suspended the formal meeting for the Ward Members and
public participation.

A PC from the Evesham Rural Team attended to address ongoing antisocial behaviour
affecting Meon Way Gardens and the wider village of Pebworth. Arrangements are
underway for a meeting with the police and Cllr Robson to agree next steps and identify
practical actions to tackle these issues. The meeting is expected to take place in mid to
late January, with further updates to be shared once confirmed.

January 2026 Parish Council Summary
December was a busy month, with 15 council-related meetings attended, including
Planning Committees, Full Council meetings at Worcestershire County Council and
Wychavon District Council, as well as highways, public health, and budget discussions.
Funding has been secured for a Natural Outdoor Play Environment at the Littletons
Football Club / Community Hub. Public Health has also committed to supporting the wider
development of the Community Hub and the rebuilding of the clubhouse.
The South Worcestershire Development Plan Review (SWDPR) is now in its final
consultation stage. A six-week public consultation runs from 6 January to 17 February,
allowing comments only on the Planning Inspectors’ proposed modifications. One major
change is the removal of Throckmorton as an allocated development site, now designated

as an “area of search.” Following consultation, the Plan is expected to be formally adopted
in March, strengthening protections against inappropriate development.
The Chairman closed the open forum and reconvened the meeting at 19.20

4. Acceptance of Minutes:
The Minutes of the Ordinary Parish Council Meeting held on Monday 1st December 2025
at the Village Hall, Pebworth were considered and approved by the Council to be a true
record of the meeting and were signed by the Vice Chairman.
5. Planning Matters:

c) Application Number : W/25/02829/HP Associated Ref:W/25/02830/LB Location: The
Cottage, Friday Street, Pebworth, Stratford Upon Avon, CV37 8XW Description of
Proposal: Single story extensions to rear and internal and external alterations

The Council have commented as follows:

“The retention of the existing front aspect of the cottage is welcomed, and the re-use
of the property is encouraged.”

6. Finance:
a) The Council gave consideration and unanimous approval of the payments listed in
Appendix A, confirming the payments in Appendix A have been approved by full Council
and there is provision within the budget, and that financial regulations and relevant
policies have been followed.

c) The budget and precept were considered, as some members were not available, this
will be fully signed off at the next ordinary meeting.
7. Council & Community Matters:
a) This matter has been investigated, Cllr Weller to discuss with parties involved.
b) Councillor Vacancy – it’s been decided that this will be kept on the agenda for next
month for discussion.
8. Meon Way Gardens:
a) A PC from the Evesham Rural Teamattended to discuss the ongoing concerns of
antisocial behaviour at Meon Way Gardens. A separate meeting has been arranged for
anyone concerned to attend to discuss how to move forward with this.
9. The Close & Recreation Field

a) Members note the monthly reports with no additional work being required at present.
b) To note slide replacement completion.
c) To receive update regarding No Fouling signs to be erected – These have now been
erected.
d) To consider request for Classic Car show to take place on 1st August 2026 – to be
discussed at the next ordinary meeting.

10. Neighbourhood Development Plan:
Following acceptance of funding, Cllr Pearson has contacted Brodie Planning to
progress the NDP review.
11. Burial Ground:
a) No internments took place in December
b) The Copper Oak at the Churchyard has been inspected and found to be diseased. The
tree will be felled and replaced by a red oak.
