Minutes of the Ordinary Parish Council Meeting held

At the Village Hall, Pebworth on Monday 3rd June 2024

 

Present:  Councillors: Richard Weller (Chairman), Simon Shiers, James Pearson, Sam Parkins &  David Cranage

In attendance: County Councillor Adams (20:05), Mrs D Bowles (Clerk)

 

Also in attendance: 1 member of the public.

Members were reminded of the need to keep their register of interests updated. Members were asked to declare any Disclosable Pecuniary or other Interests in items considered in virtual meetings and their nature.

None declared

 

The Council considered a dispensation for Cllr Cranage under Section 31(4) of the Localism Act 2011 to participate and vote on all matters relating to the maintenance of the watercourse from Chapel Street to Friday Street which is adjacent to his property.

 

“This Council hereby grants a dispensation to Cllr Cranage to enable the said Parish Councillor to participate and to vote in any discussion relating to the maintenance of the watercourse from Chapel Street to Friday Street which is adjacent to his property for a period of four years or until May 2027.”

 

The reasons for granting this dispensation are:

2.        Open Forum: The Chairman suspended the formal meeting for the Ward Members and public participation.

a)       1 member of the public was in attendance:

–          Final approval for the Fibrex development is awaited but matters are now progressing.

–          A query was raised asking whether the Parish Council would be providing any facilities at Meon Way Gardens as they contribute towards the precept. Resident was advised that dog bins and a noticeboard have been provided with a defibrillator expected shortly. Play equipment and a reflection garden are also being considered.

b)      County Councillor Adams – not in attendance at the time

c)       District Councillors Robson & Ciotti – not in attendance; District Councillor Ciotti sent her apologies part way through the meeting and advised the Rural Transport Consultation will commence following the General Election.

The Chairman closed the open forum and reconvened the meeting at 19:10

3.        Acceptance of Minutes:

a)       The Minutes of the Annual Parish Council Meeting held on Monday 13th May 2024 at the Village Hall, Pebworth were considered and approved by the Council to be a true record of the meeting and were signed by the Vice-Chairman as the Chairman was not present at that meeting.

b)       The Minutes of the Ordinary Parish Council Meeting held on Monday 13th May 2024 at the Village Hall, Pebworth were considered and approved by the Council to be a true record of the meeting and were signed by the Vice-Chairman as the Chairman was not present at that meeting.

4.        Planning Matters:

Notes from the meeting with Ian McLeod are appended to the minutes.

Decisions:

W/24/00676/HP Proposal: New side extension to existing dwelling at 1 Pitchill Barns, Broad Marston Road, Broad Marston, Pebworth, Stratford Upon Avon, CV37 8YQ Planning Permission Approved Subject to Conditions

5.        Finance:

a)       Members noted no payments were made between meetings.

b)       The Council gave consideration and unanimous approval of the payments listed in Appendix A, confirming the payments in Appendix A have been approved by full Council and there is provision within the budget, and that financial regulations and relevant policies have been followed. Cllr Weller to authorise the payments made by internet banking.

c)       Members noted Cllr Pearson & the Clerk are working on updating the Financial Regulations.

d)       Members noted the first precept and grant payment of £24,101 has been received.

e)       Members noted all AGAR documentation has now been submitted.

6.        Council & Community Matters:

a)       Members considered any West Mercia Community priorities for Jun-Aug. They requested the Clerk advise of anti-social behaviour at Meon Way Gardens.

b)       Members considered the quotes for 2 new noticeboards. They requested the Clerk seek a sample of the material to view at the July meeting where a decision will be made.

c)       Cllr Pearson provided an update from the Residents Association meeting on 23rd May at Meon Vale.

d)       Cllrs noted the invitation from Honeybourne Parish Council regarding D-Day celebrations on 6th June.

e)       Persimmon have confirmed they will be installing a defibrillator at the entrance to Meon Way Gardens. A request had also been made to install a pole for a VAS which was agreed. Clerk to contact Cllr Cotton to see where it would be best situated.

f)        County Cllr Adams’ report was noted regarding flooding issues.

7.        Neighbourhood Development Plan:

Cllr Pearson will talk with Wendy Hopkins from Brodie Planning regarding the way forward reviewing the NDP.

8.        Pebworth in Bloom:

Members noted the Clerk has arranged for the amenity contractor to cut and collect the grass ahead of the judging for Pebworth in Bloom on 9th July and for Party in the Park on 1st September following a request from Pebworth In Bloom. Moving forward it was resolved for the amenity contractor to cut and collect the grass three times a year for Open Gardens, Pebworth in Bloom & Party in the Park.

9.        The Close & Recreation Field

a)       Members noted the ditch clearance has been completed at The Close. A request has been made to consider increasing the invoice from £450 to £600. The time taken to clear the area was more than anticipated and resulted in more debris owing to the weather conditions. It was resolved to pay an invoice for £600 and noted this is being shared with Rooftop Housing.

b)       Damage to the Memorial stone on the Recreation Field has been reported. Clerk to contact John Hyde to see if he can carry out the repair.

c)       There are large ruts behind the MUGA and the golf net. Clerk to request John Hyde carry out the repair.

10.    Meeting adjourned for County Councillor Adams report. (20:05)

County Councillor Adams reminded Cllrs of the quote of £2,950 for the flooding issues at Broad Marston. It has been difficult to get any further quotes with appointments being booked and contractors not turning up. County Councillor Adams stressed the urgency of these works being carried out in the relatively good weather, rather than waiting for the winter. Cllrs therefore decided for County Councillor Adams to set up a further meeting with the company which one of the Cllrs will attend. The quote will be discussed and the decision reported back at the July meeting.

The meeting was reconvened at 20:25

11.    Public Rights of Way:

Members noted Clerk has received a request to arrange the clearance of a bridleway which is being investigated by the CAPV.

12.    Lengthsman/Handyman Matters:

a)       Clerk has been advised the grips will be cleared on 5th June.

b)      Future Tasks:

–          Grill clearance at The Close (monthly)

–          Ground levels at the horse and the roundabout.

–          Clear the surface rust on the shelter and cleaning the polycarb

–          Level surface at top end of zip wire.

–          There is a large shrub growing part way down the laurel hedging and there is a concern this could cause damage to the hedge. This to be cut back to ground level.

c)       The VAS Data was noted

13.    Policies:

Members reviewed and agreed the Reserves Policy

14.    Matters Raised by Members: The following matters were raised by Council Members for consideration for future agendas:

a)       Clerk to write to owners of Norton Hall as the hedge is encroaching onto the footway.

b)       To consider ways to promote the parish council meetings.

c)       Phone masts – to request further date for a meeting

d)       To add Meon Way Gardens as a separate agenda item

15.    Date of Next Meeting:

Council confirmed the date of the next Ordinary Parish Council Meeting on Monday 1st July 2024 at 7.00pm in the Village Hall, Pebworth.

APPENDIX B – Pebworth Parish Council – Notes from Meeting with Wychavon Director of Planning & Infrastructure, Ian MacLeod, Wed 22/5

 

Present: District Councillor Hannah Robson, Cllr Weller, Cllr Pearson, Cllr Cranage & Donna Bowles (Clerk)

Key Points Discussed:

  1. SWDPR Progress:
  • Ian advised that the SWDPR is moving forward well
  • The primary delay has been the County transport model. Efforts are underway to update the model and explore various development scenarios to finalise the Countywide model.
  • The timetable for completion is expected by the end of August, which is crucial for the plan’s advancement. Following this, a viability reassessment is needed, and an inspection is anticipated in early 2025. The planned adoption is set for the end of 2025.
  • Once implemented, the SWDPR will alleviate pressure from speculative development and focus on larger sites, reducing strain on rural areas.
  • Currently, the SWDPR holds limited influence.

 

  1. Housing Land Supply:
  • Wychavon currently has a 3.6 year housing land supply, having delivered housing ahead of forecasts.
  • The Government is reviewing planning practice guidance (PPG) and recalculating for oversupply, which could extend Wychavon’s supply to four years if predictions hold.

 

  1. Planning Application Considerations:
  • Various factors are considered in planning applications, including schooling, highways, and neighbourhood plans.
  • Ian acknowledged that it is frustrating that applications are still being received when Wychavon has already met its housing supply requirements.

 

  1. Staffing:
  • Wychavon will soon appoint a Development Manager, along with a new Housing Development Team. A Household Team is already in place dealing with improvements extensions etc.
  • Staff will return to the office 3 days a week, replacing consultants with permanent staff, improving planning management and providing the Parish Council with a consistent contact.

 

  1. Specific Issues:
  • Fibrex – Awaiting final confirmation on resolved highways and drainage issues from Highways (due April 12th). Ian MacLeod will follow up.
  • County Cllr Adams is concerned regarding Highways and their suggested footway along Honeybourne Rd which will affect the flood plain. County Cllr Adams is concerned that neither himself, nor the District Councillors have had any input. Meetings have been delayed and cancelled.

 

  1. Planning Applications:
  • W/23/02156/FUL Demolition of existing dwelling and construction of nine dwellings, creation of new vehicular access into site along with private driveways and gardens, alteration and extension of retained outbuilding at Elm View and alteration and extension of Walnut Tree Cottage. Cllr Cranage explained the background to this application which is outside the development boundary but within the conservation area. The initial application was for 3 houses to replace the bungalow, which cut across the boundary; this was then withdrawn and an application put in for 9 dwellings. The Parish Council is worried that if this planning permission is given to an application approved outside the boundary does it set a precedent? Ian stated that every site is judged on its merits and it doesn’t set an absolute clear cut precedent.
  • The Bank Farm application is outside the development boundary. This has had 2 appeals and lost. A further appeal has been resubmitted.
  • APP/H1840/W/23/3335809 Dorsington Rd appeal. The Parish Council is concerned that the NDP doesn’t carry as much weight as it may have done previously because of the land supply issue. Ian confirmed the land supply is a serious material consideration although advised that it is better to have an NDP than not.
  • County Cllr Adams also advised that any further housing at the top of Pebworth will create further issues to the sewerage system.

Improving Mobile Phone Coverage – Atlas Towers Introduction

Stephen Ashton of WCC is visiting local villages to introduce Atlas Towers who have identified locations of possible masts to improve mobile phone signal. Stephen is contacting all parish councils in my Division and would like a meeting with Pebworth Parish.

 

Flood alleviation work – Friday Street & Broad Marston

The Parish Council has agreed to pay for the ditch opposite Cotswold View in Broad Marston to be dug out and a bund built in the field to stop water run off from the field onto the road. They have also agreed to pay for a bund in Sam Rainbow’s field at the end of Friday Street to stop flood water from the field going onto the road and down into Friday Street. Quotes have been supplied to the Parish Council. I have suggested the chairman arranges to meet the local contractor Nick Farmer on site to discuss the works; I am happy to attend.

Also, I had a meeting last week with Mark Morris – Highways Drainage Manager, to look at tweaks to our flood alleviation schemes, including further works behind Cotswold View, more investigation on why water was coming up through the Highways drains by the Broad Marston Railway Bridge, and the pipe needs clearing that links the 2 ditches down Broad Marston Rd.

 

Highways:

Please check https://one.network/  to see all the temporary road closures and temporary traffic lights on a regular basis. It is the start of the annual road maintenance and surface dressing to keep our roads in Worcestershire as some of the best in the country. The roads with potholes around here are mostly in Warwickshire or Gloucestershire! So please do check the https://one.network/  regularly

 

 

  • Sunken road opposite the entrance to Pebworth Nursery. WCC dug up the road on 15th Feb and confirmed it is a gully issue. A new pipe has to be installed, which hopefully will occur later this year. Installation planned for 22nd to 26th July 2024

 

  • Dropped kerbs requested opposite 2, and 3, Chapel Road for mobility

scooter. Installation due 12-14 June

 

  • At last,  I had a meeting with Andy Baylis of Severn Trent on 15th May and he put a camera down the foul sewer along School Lane – no restrictions found. He will consider fitting  sealed manhole cover. We then looked at the issue in Friday St outside Matius’s house, and Severn Trent will look at moving the manhole further away from the house, and install another non-return valve. We also looked at the sink hole in the field which looks like contaminated water from the raising main which will be investigated ASAP. As a result the sewage work has already started and explains the tankers down Broad Marston Rd.

The overflow into the brook was discussed, and Severn Trent will consider if there are any way to improve the effectiveness.

Finally I also asked him to look at the water quality in Meon View Gardens

Also remember a photo of the Highways problem is as good as “a thousand words” so always take a photo where possible.

 

Planning appeal:W/22/02306/OUT at Paddock Off Dorsington Road

The consultation has ended and we are now awaiting a decision by the  Planning Inspector.

 

I am discussing new entrance signage on all roads into Pebworth to show the village has been a Gold winner in Britain in Bloom

How about something like…..

 

 

Stratford upon Avon has a more elaborate sign

 

I have also asked street cleaning to clean all our streets just before the Britain in Bloom inspection on Tuesday 9th July
