Proposed Order: to close that part of: 1) C2114 Chapel Road from its junction with C2114 School Rd to its junction with C2049 Stratford Rd. 2) C2049 Broad Marston Road from its junction with C2049 Stratford Rd to its junction with C2113 Broad Marston Rd to Long Marston Rd. Anticipated duration: 1 day between 16 February 2026 and 21 February 2026

Minutes of the Ordinary Parish Council Meeting held

At the Village Hall, Pebworth on Monday 2nd February 2026

 

Present:  Councillors: Richard Weller (Chair), Cllr Jame Pearson (Vice Chair) Simon Shiers, David Cranage, Jodi Cotton, Eugene McCluskey

In attendance: District Councillor Judith Ciotti, Cllr Hannah Robson, R Burman (Clerk)

 

Also in attendance: 5 members of the public

2.        Register of Interests: None declared

 

Disclosures of Interests:

Members were reminded of the need to keep their register of interests updated. Members were asked to declare any Disclosable Pecuniary or other Interests in items considered in virtual meetings and their nature.

 

3.        Open Forum: The Chairman suspended the formal meeting for the Ward Members and public participation.

 

A member of the public attended to discuss concerns over the damage to the grass verges at Broad Marston.  It’s believed this has been caused by contractors during recent works/increase in traffic.  The council are hopeful the contractors will ‘make good’ the verges and support the County Councillor in expediting this.  The area is within a conservation area which should give more leverage to ensure repair of the verges by the contractors.

District Councillor Report – Cllr Judith Ciotti (February 2026)
Cllr Ciotti reported that the Community Infrastructure Levy (CIL) Charging Schedule has been approved for consultation as part of the South Worcestershire Development Plan Review, introducing proposed developer contributions for infrastructure. Wychavon’s approach to the proposed new town at Worcestershire Parkway will be infrastructure-led, with funding agreed for early planning applications.

The Council has approved recommendations to acquire the Riverside Shopping Centre, Town Hall and surrounding buildings in Evesham Market Square to enable regeneration of the conservation area.

Consultation is open until March on the National Planning Policy Framework (NPPF) 2025, described as more pro-development, with parish councils encouraged to respond.

 

Local matters included correction of a developer error relating to drainage permissions at Vale Landscape Heritage Trust land in Cleeve Prior.

Members were informed of the Business Breakfast on 25 March at Pershore Civic Centre and Wychavon’s support for mental health and wellbeing initiatives.

An update was received that Sheenhill Solar Farm, Honeybourne, has paused development pending clarity on NESO grid connection reforms.

County & District Councillor Robson’s Report (February 2026)

Council Work & Meetings

  • 12 meetings attended, including Highways (Pebworth signage), Planning Committee, County Council budget meetings, and Wychavon Council.
  • A Pebworth planning application was refused on conservation grounds, against officers’ recommendations.
  • Hampton Bridge, Evesham will now be funded through the Local Transport Fund (government grant) as an active travel project, meaning it should progress sooner.
  • Stepped down from the Environment and Health Overview & Scrutiny Panels at County Council due to workload, but remain on the Hereford & Worcester Fire Authority.
  • Working with colleagues on the proposed closure of the SEND residential provision at Vale of Evesham School.
  • Supported the Chief Fire Officer in his annual report to County Council in my role as Vice Chair.

Important Reminder
South Worcestershire Development Plan Review – Final consultation open until 5pm, 17th February.

Riverside Shopping Centre, Evesham

  • Wychavon District Council is progressing purchase for regeneration.
  • Sale expected by end of March.
  • Plans include mixed-use development, improved public spaces, better links to Abbey Park and the River Avon, and refurbishment of Evesham Public Hall.
  • Public consultation and planning applications to follow.

Sheenhill Solar Farm

  • Core development postponed indefinitely due to grid connection capacity issues.

 

Highways

  • Honeybourne High Street: Pedestrian crossing not possible due to road layout; signage review requested.
  • Bretforton: New Vehicle Activated Sign funded locally; horse warning signs to be installed at Stoneford Lane crossroads.

The Chairman closed the open forum and reconvened the meeting at 19.25

The Minutes of the Ordinary Parish Council Meeting held on Monday 5th January 2026 at the Village Hall, Pebworth were considered and approved by the Council to be a true record of the meeting and were signed by the Vice Chairman.

3.      To consider / approve date for Annual Pebworth Council Meeting This has been agreed for 27th April 2026 – village hall availability has been confirmed.

8.        Meon Way Gardens:

  1. To note emails regarding antisocial behaviour at Meon Way Garden – Several emails have been received regarding this – awaiting update from Cllr Robson.
9.        The Close & Recreation Field

1.      Members note the monthly reports – noted that the cracks in the MUGA are now filled with moss – to reevaluate in the spring

  1. The Council noted email received regarding damage to the grass at The Close – The area affected will taped off temporarily by the Lengthsman.

 

10.   Neighbourhood Development Plan:

1.      Update: Following acceptance of funding, Cllr Pearson has contacted Brodie Planning to progress the NDP review.  Brody Planning have requested Council to arrange a community meeting regarding this to see what initial interest is before review. This will be Tuesday 24th February subject to room availability at the village hall.

15.   Lengthsman/Handyman Matters

1.      To note Lengthsman’s jobs issue from Las Council Meeting: comment on Progress.

a.      Rotation and charging of VAS signs following site specific approval / authorisation Meon Gardens and Broad

b.      Drainage/clear headwalls, outfalls – Broad Marston

c.      Drainage/ Clear gully grates – Broad Marston Road

2.      The council discussed the poor state of the grass verges at Long Marston – this has been reported to highways who are due to inspect.  Cllr Robson has been informed and is investigating.

3.      To consider future tasks to be issued to the Lengthsman

a.      To reinforce grill on the watercourse near footbridge on The Close

b.      To tape off area of damaged grass on The Close

c.      Broad Marston Road the ditch that runs along the old fire station is completely full and not flowing – ask Lengthsman to assess and see if any work needs completing.

  Matters Raised by Members: The following matters were raised by Council Members for consideration for future agendas:

1.      Parish Games – this needs more support and promotion will be done via social media.

2.      The fence running alongside the burial ground is falling down and will need replacement quotes to be sought.
