Minutes of the Ordinary Parish Council Meeting held

At the Village Hall, Pebworth on Monday 2nd March 2026

 

Present:  Councillors: Richard Weller (Chair), Cllr Jame Pearson (Vice Chair) Simon Shiers, David Cranage, Jodi Cotton, Eugene McCluskey

A member of the public attended to discuss the speed data report that was sent by Cllr Robson.  It has been agreed that a community speed watch can now take place. Quotes will also be obtained for additional VAS signs.

County & District Councillor Robson’s Report – February 2026

No February report.

 

District Councillor Ciotti’s report – February 2026

 

  • At its meeting on 25 February, Wychavon District Council approved the 2026/27 budget.
  • Wychavon’s element of Council Tax will be frozen for 2026/27 and 2027/28.
  • A £5 million financial support package for residents and businesses was agreed for 2026/27.

Climate and Nature (formerly Carbon Reduction) Panel

  • Climate Change Adaptation Plan presented, identifying 20 priority actions relating to risks such as flooding and extreme heat.
  • Active Travel initiatives progressing, including Brompton bike lockers and partnership working with Walk Wheel Cycle (formerly Sustrans).
  • Switch Together renewable energy purchasing scheme launched (registration open until 27 March).
  • Empty Homes Strategy hub launched; grant incentive scheme in development.
  • North and Middle Littleton Parish Council to commence a Neighbourhood Plan.

Local matters:
Ongoing casework relating to tenancy issues (Meon Way Gardens), dog bins (Honeybourne), and attendance at meetings.

4.        Acceptance of Minutes:

The Minutes of the Ordinary Parish Council Meeting held on Monday 2nd February 2026 at the Village Hall, Pebworth were considered and approved by the Council to be a true record of the meeting and were signed by the Chairman.

5.        Planning Matters:

 

1.Applications:

Parish Council Comment:

The Parish Council considers that the proposed amendments lack sufficient clarity and detail and requests further clarification before a determination is made.

In addition, the Parish Council seeks confirmation that the Conservation Team has been formally consulted on the revised plans. Given the site’s location within the Conservation Area, we ask that the Conservation Officer carefully assess the proposals to ensure that the amendments preserve or enhance the character and appearance of the Conservation Area and are not detrimental to its setting.

 

 

2.Appeals:

Parish  Council Comment:

Pebworth Parish Council wish to emphasise that many applications and appeals relating to this site have been made since 2012 and been refused consistently for the same or similar reasons. A lot of time and effort has been spent responding to these applications which are clearly outside policy as it currently stands and has stood for many years. We summarise below the three most recent refusals, noting also that in each case the lack of a 5 year housing land supply was not considered sufficient to outweigh the policy conflicts.

 

Wychavon District Councils reasons for refusal of the current scheme (January 2026) were:

 

·       The development is contrary to policies SWDP2, SWDP6, SWDP21, SWDP 24 and SWDP25 of the South Worcestershire Development Plan, policy P3 of the Pebworth Parish Neighbourhood Plan and the relevant aims and objectives of the National Planning Policy Framework. 

·       No secure mechanism to provide a financial contribution of offsite affordable housing, so the proposal would conflict with policy SWDP15 of the South Worcestershire Development Plan and would fail to meet the social objectives of sustainable development as set out in the National Planning Policy Framework. 

·       No legal agreement to secure the maintenance of the onsite enhancements for biodiversity net gain, so the development would conflict with Schedule 7A of the Town and Country Planning Act 1990.

·       No legal agreement to appropriately secure a private refuse collection so the layout of the development would fail to represent a high standard of amenity contrary to paragraph 135(f) of the National Planning Policy Framework. 

 

Wychavon District Councils reasons for refusal of the previous scheme (January 2024) Councils Appeal Statement were:

 

·       The development is contrary to policies SWDP2, SWDP6, SWDP 21, SWDP 24, SWDP 25 of the South Worcestershire Development Plan, policy P3 of the Pebworth Parish Neighbourhood Plan, and conflict would also occur with the National Planning Policy Framework including chapters 12 and 16, and paragraphs 8, 14, 82, 135, and 139

·       The conflict with the neighbourhood plan as a whole would significantly and demonstrably outweigh the benefits associated with the development. 

 

The Planning Inspectors reasons for refusal of the previous scheme (January 2024) were:

 

·       The proposal conflicts with policies SWDP 2 C, SWDP 6, SWDP 14, SWDP 21, SWDP 24 and SWDP25 

·       There is conflict with Policy P2 and P3 of the Pebworth Neighbourhood Plan

6.        Finance:

1.      The Council gave consideration and unanimous approval of the payments listed in Appendix A, confirming the payments in Appendix A have been approved by full Council and there is provision within the budget, and that financial regulations and relevant policies have been followed.

2.      The Council gave consideration and unanimous approval of the payments listed in Appendix B, confirming the payments in Appendix B have been approved by full Council and there is provision within the budget, and that financial regulations and relevant policies have been followed.

3.      The income received during February 2026 was noted

4.      £50,000 has been transferred to the CCLA account.

5.      It was noted that invoices for the 26-27 allotment rents have been sent.

7.        Council & Community Matters:

1.       To receive update regarding “reserved parking” signage at Town Pool – under further review.

2.       The interim internal audit was noted – all is in order.

8.        Meon Way Gardens:

  1. The Council members noted and discussed several emails received regarding antisocial behaviour at Meon Way Gardens.

 

 

9.        The Close & Recreation Field

1.      Members noted the monthly reports – no works required at present.

2.      Email requesting the use of the rec field as parking for upcoming sports event – The council are happy for the event to use the recreation field but will ask for a donation toward the maintenance.

3.      Email requesting the use of the rec field as parking for upcoming wedding was discussed and has been agreed by all Council members.

4.      It has been noted that the play area inspections are booked.

10.   Neighbourhood Development Plan:

1.      Update: Following confirmation of funding, a meeting was held with Brodie Planning. The meeting was very well attended and there was strong and constructive engagement from those present.

An email will be sent to Brodie Planning requesting a breakdown of full costs and to arrange a timetable and agenda for the next meeting.

11.   Burial Ground:

No internments took place in February

12.   Allotments:

Nothing to note.

13.   Street Lighting:

Nothing to note

14.   Highway Matters:

1.      The Council discussed the matter of flooding near Churchill Cottage – Highways are investigating the cause of this.

2.      The council discussed the report following speed data box installation – quotes to be obtained for further VAS signs.

15.   Lengthsman/Handyman Matters

1.      To note Lengthsman’s jobs issue from Las Council Meeting: comment on Progress.

a.      Rotation and charging of VAS signs following site specific approval / authorisation Meon Gardens and Broadmarston Road

b.      Awaiting grill reinforcement – Lengthsman Steve Baker

c.      Area of damaged grass on The Close has been taped off.

d.      Ditch that runs alongside The Old Fire Station is being kept under review.

2.      Future Lengthsman’s jobs

a.      Ask Lengthsman to check the ditch noted in point 15.1.d

b.      Opposite Elford Cottage Short stretch of hedge needs cutting back that is growing over onto the road that is on the bend coming up from Little Meadows into the village opposite Elford Cottage.

  Matters Raised by Members: The following matters were raised by Council Members for consideration for future agendas:

1.      The fence running alongside the burial ground is falling down – quotes needed for replacement.

2.      Community speed watch – another VAS device that shows speed and thanks safe drivers. – clerk to seek quotes for these.
