Minutes of the Ordinary Parish Council Meeting held

At the Village Hall, Pebworth on Monday 13th April 2026

 

Present:  Councillors: Richard Weller (Chair), Cllr Jame Pearson (Vice Chair) Simon Shiers, David Cranage,

In attendance: Cllr Hannah Robson, Cllr Judith Ciotti R Burman (Clerk)

 

Also in attendance: 2 members of the public

1.        Apologies Considered for Absence:

2.        Register of Interests: None declared

 

Disclosures of Interests:

Members were reminded of the need to keep their register of interests updated. Members were asked to declare any Disclosable Pecuniary or other Interests in items considered in virtual meetings and their nature.

VAS Signs and Community Speed Checks
A member of the public attended the meeting to discuss the potential installation of additional Vehicle Activated Signs (VAS). Quotes have been received, and these will be reviewed later in the meeting. Regarding the Community Speed Watch initiative, approval from the County Council is still pending. Fourteen residents have been identified and validated as volunteers and are currently awaiting training.

 

Pebworth in Bloom
A representative from Pebworth in Bloom attended regarding the request to use the recreation ground for car parking during their open weekend. A backup parking area has also been arranged in the event of flooding.

 

Event Site Protection
It was confirmed that the War Memorial and the Queen’s Canopy will be cordoned off to protect these areas during all future events.

The Chairman closed the open forum and reconvened the meeting at 19.20

4.        Acceptance of Minutes:

The Minutes of the Ordinary Parish Council Meeting held on Monday 2nd March 2026 at the Village Hall, Pebworth were considered and approved by the Council to be a true record of the meeting and were signed by the Chairman.

5.        Planning Matters:

1.Applications:

1.      The Council gave consideration and unanimous approval of the payments listed in Appendix A, confirming the payments in Appendix A have been approved by full Council and there is provision within the budget, and that financial regulations and relevant policies have been followed.

7.        Council & Community Matters:

1.    To receive update regarding “reserved parking” signage at Town Pool – under further review.

8.        Meon Way Gardens:

1.      The Council members noted and discussed several emails received regarding antisocial behaviour at Meon Way Gardens.

9.        The Close & Recreation Field

1.      Members noted the monthly reports – no works required at present.

2.      To note and discuss the annual play area inspections – the inspections identified no issues with either of the play areas, with both found to be in good condition.

3.      To discuss email requesting use of recreation field as parking for Pebworth in Bloom Open Gardens Weekend – this has been agreed – formal response will be sent.

10.   Neighbourhood Development Plan:

1.      Update: Quote has been received from Brody Planning – additional quotes will be sought for NDP also additional meeting with Brodie Planning.

11.   Burial Ground:

No internments took place in March – one planned for May

12.   Allotments:

Nothing to note.

13.   Street Lighting:

1.      To discuss email from Clear Utility Solutions re electricity charges more quotes to be sought.

14.   Highway Matters:

1.      To discuss VAS sign quotes – show speed in green or red and say thank you or slow down.  County council are willing to pay up to 50% of this.

15.   Lengthsman/Handyman Matters

1.      To note Lengthsman’s jobs issue from Las Council Meeting: comment on Progress.

a.      Rotation and charging of VAS signs following site specific approval / authorisation Meon Gardens and Broadmarston Road

b.      Remove vegetation obstructing signs (road to Little Meadows)

c.      Drainage/clear headwalls/ Broadmarston

d.      Signage maintenance Broadmarston Road

 

2.      Future Lengthsman’s jobs

a.      To reinstate tennis nets for the summer

1.      Cones have been left outside the Church of Highways work which need to be removed.
